One person holds the roles that must stay human: the mission and its refusals, the boundary of what agents may do, every real relationship, and the accountable signature. A fleet of agents does the rest, behind a council that must argue, a verifier gate, hard caps, and one file that halts every agent's tools and the scheduled runs. Everything below is free, printable, and asks for no address.

While that file exists at the root of the repository, every tool call an agent makes in the workspace is refused, ordinary commits are refused, and each scheduled run exits at its first check. Delete it and the fleet resumes. It stops the fleet, not a person: a human at the keyboard can still commit, push or publish by hand. That scope is what makes the sentence above a mechanism rather than a promise.

What this is not

One real company's fleet, not a template.

Yours will be smaller, with different names, because what copies is the structure, not the roster. Nothing here is for sale: the sheets, the template and the framework pages are free to read, and nothing asks for an email. It is a working record of one company that runs this way, published so it can be checked rather than admired.
